Sorry, but you should learn the rules for parsing a CSV file. If a , is in "" then it's not a field delimiter. The city/state combinations are all quoted, thus the format is correct. |

Edit: As I needed to learn it is not really an issue if you have the right way to work wity .csv but it would stil be good not to usw the delimiter in other places to make it easier to paraphrase with other methods.
Please use different delimiter in .csv files or separate the name of the state with a ";" or something else.
As it is now one gets not the same column count for each line.
