CI/CD with Github Actions from Open Sentencing UI

Manual cloud deployments are tedious.

Describe the solution you'd like

Once we've validated our manual deployments we would like to haveCI/CD for aggregators to deploy easily to cloud.

Tasks

Add github actions for:

• deployment
• unit testing depends on Unit Testing in Open Sentencing UI #61
• building
• accessibility testing
• linting | related to Markdown linter - add GitHub actions #48 dockerfile linter - add GitHub actions #49

Acceptance Criteria

Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
