Package PluginMetrics with Canary

Filing the enhancement so it doesn't get lost in the forums... would be good to have this distributed with the server once stable. I think it should be enabled by default (opt-out) for platform publicity and plugin analytics. Even if it's opt-in having it there will lower the resistance path to turning it on.

Its not yet implemented as a Plugin usable system
