Document video team review process

This should be ready in time for DebConf.

The goal is to have documentation for volunteers who review videos at least on par with documentation like DebConf has here: https://wiki.debconf.org/wiki/Videoteam/Review

I started a wiki page where people can take notes. I'll be taking notes there. It would definitely also help if people who have never ever seen veyepar attempt the workflow and document where they get confused and need help.
