Support batching of overlapping ground primitive geometry

Currently, overlapping ground primitive geometry cannot be batched together. There is no error but it produces incorrect results. @likangning93 can you provide some details about why there is this limitation and possible ideas for how we may be able to fix it?

The lack of error combined with bad visualization makes this a point of confusion. Most recently, we had an accidental regression that we fixed in #8694 with the entity API and #8666 was written up by a user trying to batch ground primitives.
