ironic's local_link_connection not set unless switch_id present #50

Doni does not set local_link_connection unless switch_id is present, but switch_id is not used in current production sites.

NGS only requires that at least one of switch_info and switch_id is set, and we currently use switch_info.

As a future TODO, ironic_inspector is able to populate switch_id and port from lldp information.
