FEAT [NEW CADT UI] - Add excel upload/download options to UI on both My Registry and CADT sections

Based on what we heard from Michael, these excel upload/download buttons may not be the easiest to replace since we have pagination request enforcement on the backend.

The goal of these buttons is to allow users to upload excel documents (only in My Registry section) and to download excel files for existing data in both sections of the app.

@ccornick the fix is to change the backend validation so that when xls is used, pagination is not required. At least that is step one, but even with pagination I was getting errors, so it might be one of those things that has been broken for a while and we didnt catch it.
