Maps not refreshing: regression testing for v1.3.0:

For this release we have implemented more dynamic querying (i.e., when the user moves the map it is refreshed).

We found that when the user moves to map too far north or too far south from the original map extent, the map does not refresh. This needs to be fixed for v1.3.0 @rladines

We will also need to write a test case for this. cc: @reve0716
