ID 1013 sTaxReport3 missing from table config_cfg

A clear and concise description of what the reported bug is:

• ChurchCRM version: [5:12.0
• PHP version the server running: 8.2,.27
• DB Server and Version the server is running: MySQL

Did a new instal and the variable sTaxReport3 ID 1013 is missing from the database table config_cfg. It is called in both the system settings and the report but I could not get it to update. Manually inserted into the table to resolve the issue.
