Freaking speed cameras

Random idea, just jotting down before I forget.

There's numerous speed camera assets in workshop, it would be awesome if, using definition file such as that pondered in #49, we could take advantage of them.

User could plop one on the pavement, we detect that it's speed cam asset and show simple UI to ensure correct orientation (arrows to toggle direction of speed cam or something) and cache the direction it faces.

Every time a reckless driver (not emergency vehicles tho) goes over that segment, the speed cam flashes and some cash gets added to the bank.

Reckless driver anger level is slightly increased. lol

Could potentially be part of a traffic-calming toolset, along with some stuff mentioned in #14 .
