Prevent hot-key from triggering more than once

The current hot-key implementation continues to trigger when held down, if the standard set of skyblock mods is used. Although I haven't received confirmation I suspect it being caused by NotEnoughUpdates.
The event server event should only be sent if the hot-key is pressed down once.
