Copy Paste in documents not working in browser

Describe the Bug

I was struggling over this because some users we had could work with copy paste and some not.
Problem is linked to document access rights for the user of folders and files

• Download allowed (copy paste works)
• Download not allowed (issue occurred).

Steps to Reproduce

1. Set access rights for a folder to download not allowed (rest of the flags full access)
2. Place 2 files in the folder (I used .docx because we are using this format)
3. Open the files in two separate tabs
4. Use Ctrl+C in one tab to copy a text and try to pate it by Ctrl+V in the other tab.
5. A small widow occur in the lower right corner (not able to read) and disappears
6. Text is not copied
   Note: Copy paste in the same tab works!

Expected Behavior

It should work independent of download allowed settings.

I can confirm this issue for a file accessed using share URL.

When Hide Download is activated,Cut, Copy , Paste does not work within the document.
