Following from #530:

Many uses of rdfs:comment will fall under skos:scopeNote.
In some cases rdfs:comment is incorrectly used for examples. E.g, Act of Commissive Communication and Act of Declarative Communication and many of the subtypes.

All obvious errors should be refactored to use SKOS scopeNote or example. Edge cases should flagged here for discussion.
