Problem Statement
InAppNotification was widely used in the Toolkit, but now InfoBar exists in the platform. However, it only supports one message at a time.
Inspiration
Add queuing behavior on top of InfoBar to retire InAppNotification control from Toolkit.

Behavior attached to InfoBar control.
