Rule rsyslog_remote_tls_cacert is missing a warning

Description of problem:

The rule rsyslog_remote_tls_cacert fails after remediation and reboot, but in the HTML report there is no warning about the missing remediation. In other rules that don't have a remediation available we usually have a nice warning box that explains the reason of missing remediation.

This problem has been discovered by the Profile remediation in Anaconda downstream test using the ANSSI HIGH profile on RHEL 8.9.

1. view rule yaml of rsyslog_remote_tls_cacert: linux_os/guide/system/logging/rsyslog_sending_messages/rsyslog_remote_tls_cacert/rule.yml

Actual Results:

rule doesn't contain a warning

Expected Results:

rule contains a warning
