Describe the bug
Sometimes Tooltip component enabled when mouse in outside area. But when mouse hovered to tooltip element it is disabled.

To Reproduce
Steps to reproduce the behavior:

Hover tooltip element
Move mouse into another area and fast move back mouse in element

Rimble UI Version

0.14 (latest)

Desktop (please complete the following information):

OS: MacOS
Browser chrome
Version latest
