Add html.html.twig file and use default Drupal search.

(dependent on the search section of cwd_base/html.html.twig an overridable block: CornellCustomDev/cwd_base#7 )

"will explain later" -- turns out there was no need to add this, it was already in cwd_base, it just didn't seem like it was because:
CornellCustomDev/cwd_base#8
