Distribute files inside lib/ into submodules:

- api/
- backend/
- composer/
- ledger/
- messages/
- follower/
- cli/
- tools/

Ensure that no file exceeds 1000 lines
make sure each function is in the correct file
make sure each function is used
when it is obvious to split large functions into smaller ones, except in /messages.
