[API] New route : get JSON entities after annotator validation #36

As discussed with Benoit, the data science team needs to easily get the final JSON containing the entities

The parameters of the route are:

decision ID
decision validation indicator (whether the pseudonymisation is validated by the annotators or not)
date of the decision (possibility to use a range)
date of the validation by the annotators (possibility to use a range)
source (jurinet or jurica)
appeal number - "numéro de pourvoi" (concerns the decisions of the Court of Cassation)
RG number (concerns the courts of appeal)
