[1.16.5] Create add to API/HOOK from MODS claim region [FLAN]

Describe the Suggestion

I use mods for privates (player regions) and I really want there to be no griefing with the Create mod, for example, a drill, a drill, pistons and so on. Please add an API or HOOK some help so that you can make events so that you cannot break blocks to other players in the players' regions (privates) so that there is a check.

adding on to this: the affected blocks would need to get an owner (aka the placer) attached to it which currently doesnt seem to be the case. else this whole thing would be kinda pointless
