I have the same problem with SSL connections. It very often just refuses https connections. Only solution is try it again and again and/or restart tortilla driver. It was not so big deal in the past, when just few websites was using https, but these days when HTTPS is basically standard on most websites, it starting to be really big problem to use Tortilla driver. Is there any chance to fix this in near future please?
Here is some update to this issue. Recently I've got similar problem also from other application connecting to TOR.exe. Looks like this issue is somehow related how the TOR.exe process localhost socks proxy is processing requests from other applications.
Then I've got an idea to bridge it with another localhost socks proxy using 3proxy - https://3proxy.ru/
And looks like problem is solved this way when Tortilla is not accessing TOR.exe directly, but its Tortilla -> 3proxy - TOR. Only DNS requests was not working properly, but it could be bypassed by running another TOR inside virtual machine and use it as DNS server only. Ugly bypass, but seems to be working after quick testing it.

I tested it on different computers
as well as the use of virtual machines from different manufacturers.
