Feat: File lookup for Discord bot

A command that takes a project (slug, project id, url ect) and a version/list of versions (or a file id) and ouputs info about the latest file that project has for those versions.
File info would ideally include a url to the sites page on it, its release status, all supported versions that file has marked, the file id and the release date.
