Replace konradh/gopacket with gopacket/gopacket

Currently, we have https://github.com/konradh/gopacket/tree/geneve as a dependency. This is (like https://github.com/google/gopacket where it was forked from) not supported anymore.

Describe the solution you'd like

There is a new, maintained fork of gopacket: https://github.com/gopacket/gopacket
We could take a look at it and maybe it even already contains @konradh's fixes for geneve. Otherwise, those changes could be proposed there.

Describe alternatives you've considered

It currently works, so we can continue to rely on this old dependency.
