Short description:

I'm currently setting up transfer limits for Fluids and Energy, and toying with the idea of imposing energy costs for these functions. I'm trying to keep the tunnels functionality relatively cheap to use, but tax high transfer rates heavily (say, for a lazy Mekanism Reactor/Boiler/Turbine build fed with a Cooking for Blockheads Sink). I see that you can impose a per-device cost, but what I'd like to be able to do is impose an energy cost based on the amount of network transfer - this way small amounts of fluid transfer, say 1-50B/t could be very cheap on energy, but transferring 1kB/t could cost a lot of power. Just a cost per bucket or something would be fine, but it would be even better if I could configure a minimum amount before the tax kicks in.
