Explore expanding PhaseManager to have explicit dependencies across hooks #1124

What Needs to be Done?

Based on some discussion in PR #1123, having a string-based key for hooks would allow dependencies to be specified between them and then the system could do a topological sort (like how runtime components get ordered during startup).

There are various problems to work out, like what happens if LB is compile-time disabled.
