add Intel build using Intel MPI library #2377

We currently have two Intel builds using MPICH. Add a build (or modify existing one) using Intel MPI.

Intel oneAPI Dockerfiles for reference: https://github.com/intel/oneapi-containers/tree/master/images/docker/hpckit.

Please verify whether such configuration is actually used in any of the applications.
