The Command and Bulletin Board objects seem to be gone for some time now, but the following wowhead comment suggests that the quests can be obtained from the Adventure Guide:

I tested this today on a level 28 character and I was able to obtain The Secrets of Gorgond and It's a Matter of Strategy. I suggest adding these hints/descriptions for other insane people like me that may be wondering how to complete these breadcrumbs.
