What does CSIPSTR14 actually mean in terms of package structure and reporting? #731

From CSIP Section 4.1

| CSIPSTR14: The Information Package MAY be extended with additional sub-folders.

Does this mean the user should be discouraged from creating additional sub-folders (and what about files) outside the prescribed structure? This is my reading. In that case, the message should be reworded to discourage such extensions.

It reads as an invitation to extend the package if you haven't already.
