The description of this specification does not seem to match the cardinality. Am I misunderstanding something or is this an error?

The cardinality is coming from that there is a possibility to only transfer metadata in a package which means that there in that case is nothing else.

When there is schemas part of the package the file group needs to be referenced in one fpt for each fileGrp that contains schemas. Observe that there can be more than one fileGrp with attribute USE specified as Schema.
