Integrate the VBI destretch code

There exists an alogrithm to remove some stretching and distortion artifacts from the VBI data, this is likely to be a thing that is a common post-processing step and will likely not be implemented in the pipeline due to needing to make science decisions when setting parameters etc.

We should integrate this into the user tools and test it etc.
