Edit Settings/ToolTip appears to not save.

Describe the bug

Another Saving Settings issue. If found this one when trying to remove ToolTip for an Event Module.

To Reproduce

Steps to reproduce the behavior:

1. Click Edit Settings/Display/ToolTip Settings.
2. Change a value (Check/Uncheck)
3. Click update
4. Click Edit Settings/Display/ToolTip Settings again.
5. Notice value doesn't appear to be saved.

Checking in the Modules Settings Table in the DB, the value is written to DB, just not reflected in Edit Settings.

6. Restart Application - PB/Server/Restart Application.
7. Click Edit Settings/Display/ToolTip Settings again.

Now the change is reflect in Edit Settings

Nothing in Event log. Will installed Debug DLL's to see if anything shows up.

Debug DLL"s installed. Duplicated the issue and nothing written to admin log or Portal/_default/Logs/ after "Restart Application" or "Edit Settings/update"

Tried recreating this but it seems to be working no now. Not sure why, what, but unable to duplicate at the moment.
