Based on blog notification research, we are going to implement user research recommendations in 2 phases.

This issue addresses the second phase.

Add a hamburger button for desktop and mobile
Hamburger button should include: Home, About, RSS, GitHub navigation
Add About page
Use USWDS icons
Update title to have blog in name
