Document what we're keeping, changing, and creating, and how it all fits together. Very related to #1458.

Okay, I've worked with @meiqimichelle to come up with one possible organization that solves for the new state pages and finds homes for some of our upcoming new content. This would also bring back some of the header questions structuring the 2015 Executive Summary, which could help clarify where much of the contextual data lives on the site.
