Explore Data - change year slider to show only the years available for that dataset

Right now the slider is the same for all datasets in Explore, which means it shows 0 for amounts if we don't have data for a year in one set that we have in another.

Example - CY23 has been loaded for Revenue and Disbursements, but not yet for Production, so this is the production landing page at the time of this issue being made. This will also be a problem for sales data since it doesn't go back as far as the other data sets
