Affiliation-Based Routing Doesn't Work Properly

When a TG is set to affiliated: true in the routing configuration, traffic fails to route to any site; even when there are valid affiliations at that site.

Additionally, the FNE's affiliation table does not get updated when a peer connects - only when an SU (re)affiliates. This causes an empty FNE affiliation table after an FNE restart until all users re-affiliate to their selected TG.
