When users install eslint-plugin-jsx-a11y v5.1.0 > they get the following breaking change

1:1  error  Definition for rule 'jsx-a11y/href-no-hash' was not found  jsx-a11y/href-no-hash

See related issue here and pending fix here

Seems like they are planning on bringing support back in for v5.1.1 so we should update to target that as a base when its released.
