add more physical_break corrections to dict, based on paragraph 6.4 of "Kenmerkende waarden kustwateren en grote rivieren"

In overeenstemming met de werkwijze voor de hoogwaterstanden zijn voor de volgende
stations data gebruikt vanaf een bepaald jaar. Voor de laagwaterstanden betekent dat:
- Cadzand vanaf 1966;
- Stavenisse vanaf 1988;
- Scheveningen vanaf 1962;
- Petten zuid vanaf 1977;
- Den Helder, Oude Schild, West-Terschelling, Den Oever en Harlingen vanaf 1933;
- Vlieland haven vanaf 1941
