What is the need for this task.
The dev dependencies are sometimes quite outdated, as mentioned in #660, for instance:

dependabot wants to update pymdown-extensions to >10, but not possible with current requirements: https://github.com/Deltares/HYDROLIB-core/network/updates/905425573
mkdocs-table-reader-plugin is set to "0.6.1" while 3.1.0 is released
the docs action has been failing for a while because it uses deprecated things

What is the task?
Tasks:

update all dependencies to caret requirements for the latest major versions
see if all workflows still run properly without node.js warnings
