Current Behavior

No token auth option exists for Alerts issued using Outbound Webhook publisher.
Target APIs that require some sort of token to be present are not feasible to be called.

Proposed Behavior

Allow to register token value and possibly auth header to be used for Outbound Webhook publishers.
