[Design] Show project recommendations

When DigitalExcellence/dex-backend#63 is merged into develop it will be possible to get recommendations from the backend.

Describe the solution you'd like
Design a page to show project recommendations for the user who is logged in.

Additional context
Please note that for the current implementation you can ask for a number of project recommendation as parameter. However if the system can't find this amount, you'll receive less.
