If a project has a tag which is not of Semver form (e.g.: BEFORE_IBATIS_NEXUS_RESOLVE), that tag is used:

Manifest-Version: 1.0
Implementation-Title: darwinia
Implementation-Version: BEFORE_IBATIS_NEXUS_RESOLVE
Specification-Title: darwinia
Implementation-Timestamp: Thu Mar 09 14:25:56 CST 2017
Specification-Version: BEFORE_IBATIS_NEXUS_RESOLVE

I'm not sure this is what we want.
