Print to all carers in vicinity while on private

This is a tough one. To better filter out who should recieve messages, we should go through the list of who's actually detected and only send that list of carers to printouts. We'd also have to alter printouts scripts so they understand that we're sending to multiple carers and not just one. It seems doable though.

The biggest modification is that we will need some way for printouts scripts to know who the carers are. The menu script should communicate the known carers to printouts at some point. I'm not sure the best way to accomplish this yet, or even if we should continue to keep the carer information in menu.
