build: custom build number or label for non-release builds

we used to have make/custom_build.mk set a build number to identify who
created a particular build

that is not being used in the new cmake setup (xref issue #19 )

this case covers either adding it back or adding something similar like a
string with the developer's name that gets embedded in the object file
(perhaps add to the existing buildmark)

fixed along with drmemory issue #83 via svn version as patchlevel
