nuopc.runconfig needs edit capability

File nuopc.runconfig should be editable in a case but it is currently not, the
only way to change variables that are not connected to case xml variables is
to edit namelist_definition_drv.xml. I think that the solution is to allow a copy
in the case directory analogous to the way that nuopc.runseq works.
