Brief summary of bug

PLUMBER2 usermods in #2482 were set up for 5.1 surface data

General bug information

CTSM version you are using:
ctsm5.2.001

Does this bug cause significantly incorrect results in the model's science? No, PLUMBER2 sites are a new feature, WIP that are not being tested

Configurations affected: PLUMBER2 single point cases

**Error in log file states

This was brought in ctsm5.2.027 so closing
