We will run spin-ups again soon, likely more than once. As a result finidat files will change again, and we do not know when we will have a full set of finidat files for all start years. For now we use 1850 for all start years.

...also use_init_interp = .true. for certain finidat/fsurdat combinations may become unnecessary when we complete the full set of finidat/fsurdat/landuse files for ctsm5.3

This is just an informational issue. Will eventually add 2000 as well. But see also #2403.
