esg-node --type index --install creates esgf-pub conda environment, I'm not sure for what purpose.

Previously the node_manager required a cdat-ready python installed so the logic assumes that in deploying miniconda, etc. But that is no longer needed. Index-only was an intended feature but not regularly tested nor exercised. For instance esg-orp is required to support publishing, but wasn't correctly identified in the node-type logic.
