Vision: Design a transaction service that users can use to publish metadata

Acceptance Criteria:

service should present a STAC Transaction API/SPEC
service should allow only authenticated and authorized users to publish
service should publish events to a streaming service for any valid publication request

Use the design doc for requirements, acceptance criteria, and open questions.

Both CEDA and Globus/Argonne are working on implementations of this service.

Operational requirements vary, but our goal should be to design the service to isolate divergences and use a common code base for both deployments.
