Change loglevel does not work when running the python tests

I wanted to enable debug logging for OCPP201 module and libocpp while running the tests in everest core. I changed libocpp/config/logging.ini and build/dist/share/everest/modules/OCPP201/logging.ini, but debug logging was not enabled.
I added logging.ini to the test yaml by adding this:

settings:
  logging_config_file: /path/to/build/dist/share/everest/modules/OCPP201/logging.ini

But the log level in the running application did not change.
