A feature to handle the MPSC channels if the consumer is not enabled.
Ideas

Before sending through a channel check, if the receiving module is enabled.
- How to handle modules that receive messages, but get shutdown by an error
  - update global config (modules need access to variable config)
  - use 2.
If the receiving module is not enabled, create a loop that handles incoming messages of the module but doesn't do anything.
